The National
Highway Traffic Safety Administration - (Quoting from the December 1999 issue of Consumer Reports) "As of Sept. 1st, 1999, most new
cars were required to have an anchor behind the back seat that can attach to a tether on a front-facing child car seat. And most new
car seats will come with a tether, according to the National Highway Traffic Safety Administration (NHTSA) because the new rules tighten
the performance standard for car seats."
