Consumer Reports - Consumer Reports is "a non-profit, independent organization providing consumers with information on goods, services, health, and personal finance." Consumer Reports gives "unbiased advice to help you and your family make important choices."
The National Highway Traffic Safety Administration - (Quoting from the December 1999 issue of Consumer Reports) "As of Sept. 1st, 1999, most new cars were required to have an anchor behind the back seat that can attach to a tether on a front-facing child car seat. And most new car seats will come with a tether, according to the National Highway Traffic Safety Administration (NHTSA) because the new rules tighten the performance standard for car seats."
